A friend who does not collect Tibet found the attached cover in a dollar box in the Seattle area. Maybe 2 Tr. Registered from Lhasa? Genuine or fake? Has anyone seen this cover or a similar cover? A translation of the address side of the cover would be greatly appreciated.

At first, "lo gsar 2017 la bkra shis bde legs zhu" to all of you, i.e. best seasons's greetings !
Well, the cover:
- it is written in both Tibetan and Nepali, so probably a commercial
cover.
- the tibetan handwriting is mainly crude (therefore, perhaps written
by a Nepalese) - but there are also some handsomely written words !
- I can only translate on the first line "To Shigatse Phari" (so: why
Phari ??? - a contradiction.
- Of the 4th line, I can only partially read "from Gyantse".
- At bottom, there is a boxed manuscript mention "deb skyel", i.e.:
registered.
- The 6th line indicates 11th day from the 12th month (no year).
- The cancel is faint, but legibly Gyantse, which matches the writing.
- More interestingly, this cancel on the 2 red stamps, unfortunately (!)
but certainly purposely is just arranged to exactly blotch the face
value of the pair of red stamps !!!
So, when the registered rate was 4 Tr, it was obviously possible to
use 2 X 2Tr stamps. But it seems the Postmaster did took benefit from
the red stamps, being paid 2 x 2 Tr by the sender, and putting only
2 X 1 Tr stamps, covering the face value with a well adjusted handstamp,
and poaching the difference !!! Best !
