Lhasa - Nepalese Vokil Mail?

On page 11 of Dr. Singer's book, Nepal 1772-1961, is pictured a cover that is stated to have been sent by the Nepalese Vokil in Tibet to the Nepalese Prime Minister.  The Vokil was a combination ambassador to the Tibetan government and judge for the Nepalese court in Lhasa which was similar to the Nepalese courts in Kuti and Kyrong.  I have recently obtained the cover pictured below which has the same seal as that attributed to the Vokil in Dr. Singer's book.  It also has what appears to be a court case number (which I have boxed in red) similar to the one on that cover.  Unfortunately, I cannot read Nepali.  Can anyone tell me if this cover is from the Nepalese Vokil in Tibet?  Any help or comments would be greatly appreciated.

I am pleased to confirm that this cover is indeed from the Nepalese Vokil in Tibet to the Nepalese Commander-in-Chief in Kathmandu.  Duane Karlend and his friend, Homa Chetry, were kind enough to research and translate the text on the cover.  We will be soon submitting an article to Postal Himal with a full explanation of the text and some information about the office of Vokil.
