In finally found an image of a booklet cover of the RP-5 stamps. As per the size of the cover, it seems the stamps were indeed issued in booklet panes of 4 stamps.

As per the Iraq revenues handbook by Joe Ross the stamps of the issue 1932, RP-5 and related color varieties were printed in blocks of 4 stamps and issue din booklets containing 4 such blocks.

Has some reader here images of blocks or even complete booklets?
